- raise the supported Python range to 3.10-3.12
- refresh dependency bounds for the current Robotics Toolbox/RVC3 stack
- update the CI test matrix to run on Python 3.10, 3.11, and 3.12
- bump ir-support to 1.4.0 for the compatibility update
- bump extra robot, extra parts, and full model packages to 0.2.1
- require ir-support 1.4.0 from the model pack packages to avoid incompatible PyPI installs
