global.json moves 10.0.100 -> 10.0.302 in this PR, so the documented prerequisite has to move with it or it describes an SDK the repo no longer accepts. Also notes what the number actually means: with rollForward latestMajor it is a floor, so raising it cannot break CI (setup-dotnet installs exactly what global.json names) but does lock out contributors on an older 10.x.
