feat(rules): add reference data commands

Summary

• Add reference data, tags, rules, and rule-run CLI coverage.

What changed

• Adds categories list/show.
• Adds merchants list/show.
• Adds tags list/show/create/update/delete with dry-run-first writes.
• Adds rules list/show and rule-runs list/show with current filters.
• Escapes path parameters for the new show/update/delete routes.

Why

• These merged Sure API surfaces are useful for automation and migration workflows but were missing from the CLI.

Notes
