feat(eve): deploy declarative agent collections

Description

Add a declarative hostless multi-agent deployment convention based on strict agents/<name>/agent/ direct children. Collection-root builds infer peer Vercel services and canonical named-agent routing on every deployment, while child apps remain independently developable and can optionally use workspace-member packages with agent-specific dependencies and build scripts.

Projects that author vercel.json#services retain full ownership of heterogeneous service graphs; eve validates canonical selected-agent routing without mutating that file. The implementation also shares the named eve Vercel service compiler with withEve() and keeps its isolated output strategy where a host framework requires it.

Host-framework projects take precedence over inferred collections, preserving both flat and nested named-agent layouts owned by Next.js, Nuxt, or SvelteKit integrations. Vercel service configuration is decoded at the JSON boundary for the fields eve consumes while unknown Vercel fields remain intact for passthrough.

A full vercel build scenario test is included. Its local run reached fixture installation but was blocked by unavailable private npm registry credentials (401); CI has the authoritative installation environment.
