feat(eve): lifecycle - expose callback context

Summary

Related to #1510. Stacked on #1581.

Exposes durable message snapshots and active-turn cancellation to hooks and framework-owned dynamic resolvers on eve's existing events. It also lets framework capabilities use the dynamic tool lifecycle with fail-closed replay and usage-based defineDynamic transforms.

The former turn.prepared protocol, hook, harness, and context path are removed completely. This PR contains no memory API or provider behavior; #1700 builds memory directly on session, turn, message, compaction, and step events. After incorporating the approval lifecycle now on main, the hook capability advances to epoch 12 while retaining compatible epoch 10 and 11 extensions; epochs 1–9 remain dropped for the existing model-attribution incompatibility.
