This is early work in progress to explore upgrading our main website to hugo. This was discussed on a few earlier occasions. As NumPy and SciPy already use the Scientific Python theme for Hugo is seems like a good default option. There are things I like and dislike about it, so I am very open to alternative themes as long as it doesn't involve to much work from our side.
I am curious about how true you want to keep this to the original. Would be good to know before I go of into a wrong direction.
