GitHub is moving all node 20 actions to node 24 and soon will completely disallow the use of node 20.
This PR updates the action to use node 24, which will remove the warning message on every workflow run. It also updates all dependencies to the latest compatible versions (most are bleeding edge as of today, but a few aren't for compatibility reasons).
Unit tests pass locally, but there are additional steps in .github/workflows which contain secrets I don't have
