What do these changes do?
This adds a tiny fork-only file so I can verify that the PR template validation workflow accepts a properly filled description.
Are there changes in behavior for the user?
No user-facing behavior changes are intended. This is only a fork-side workflow test.
Is it a substantial burden for the maintainers to support this?
No. This PR exists only to validate the workflow behavior in the fork before proposing the real change upstream.
