Small change to upgrade sqlc to the latest version. Includes a few SQLite changes that I'd like to pull in.

I'm not seeing the sqlite changes you mentioned but the upgrade looks good 👍

Thx. And oh yeah, didn't do the SQLite stuff quite yet, but 1.30.0 makes it available. |
