Add udev rule for Raspberry Pi picoprobe 000c

Added udev rule for Raspberry Pi picoprobe with idProduct 000c.

Both my Pico 2, and Debug Probe shows up with this product id.

I was curious. It seems 2e8a:0004 has been removed (raspberrypi/debugprobe@08ed872) and was possibly for a version of the probe that did not support CMSIS-DAP.

Regardless, it seems that we should add 2e8a:000c.

This PR will fix this issue #1649 .

please take a look at the following comment. well, though I'm not in the position to decide which is better.

The new picoprobe is based on CMSIS-DAP protocol. so I suppose it is natural to put it in 50-cmsis-dap.rules instead.
