Summary

Prepare the v0.14.1 release.

Scope

• Bumps package versions from 0.14.0 to 0.14.1 where applicable.
• Updates release-state files, changelog, and release notes.
• Updates MCP server version constant.
• Updates release verification window.

Behavior

No protocol behavior change beyond the already-merged v0.14.1 feature work.

No schema, registry, or conformance semantics change.

No dependency upgrade.
