This adds a Telemetry client that posts best-effort events to the Orca endpoint, supports persistent opt-out via python disable command, and keeps telemetry non-blocking with a background queue. OrcaHand now emits lifecycle events for sessions, successful motor connects, disconnects, calibration, tensioning, tactile sensor connects, and sampled joint position commands at 5 Hz.
