feat: add bumpversion and release on workflow distpatch

This PR adds bumversion via workflow distpatch.

In order to work we need a Personal Access Token set in Action Secrets.

@felipemontoya can you help me with that?

The needed permissions are:
name: AI_EXTENSIONS_GITHUB_TOKEN

• contents: write
• pull_requests: write
  IMPORTANT: The PAT Owner should have write access over the repo

The CI Workflows are working similar to https://github.com/openedx/tutor-contrib-aspects/tree/main/.github/workflows

NOTE: changelog action works with markdown files. We needed to move from rst.
