Remove the metrics coding harness, project-gates, and superseded milestone plan tree; distill delivery knowledge into ADRs, CONTEXT splits, and Matt Pocock-style agent skills under metrics/docs/agents/.
Keep metrics/.cursor/.claude/.codex out of git, align ADR proposed status, and tidy AGENTS/skill/doc references left after harness retirement.
