The changelog has two separate ## v14 sections, and the #latest anchor points to the second one. This new Implementing FinOps guide entry was added above #latest, so it won’t be visible when linking to .../changelog.md#latest, and the duplicate version headings are confusing. Please consolidate/rename the duplicated v14 sections and place this entry in the section intended to represent the latest v14 notes.
