Take known Swift from 6.0 to 6.3. CI to macOS 26, Xcode 26.5. SourceKit / SwiftLang attribute updates. Minor fixtures changes.

@SimplyDanny could you take a look over these changes please? Standard stuff but I haven't tried to separate out the differences between 6.1/6.2/6.3. |

Bazel: never met him before but failed with errors about "missing LC_UUID" in wrapped_clang that are fixed in "apple_support 1.19.0" - leave any other updates to experts.
