Should we spell out here the difference between the VO and the IVOA and describe their relationship?
In other words, the VO is comprised by the body of standards, and the IVOA debates and implements those standards.
The original text I think does an okay job of making this distinction but could use some restructuring/rewording.

I approve the changes, but I would also be careful not to go orthogonal to the few statements of the IVOA organisation that are in written form already in Notes or documents. The risk is to go completely flexible in how we organize ourselves.

I would say "These organisations are meant to be national or international collaborations."
It is not simply a matter of funding, it is to invite to organise rather than have single universities or infrastructures participate directly in the steering part.
At least this is what is written in the (old enough) Note on IVOA Participation.
I see it written in the participation.md in a better form. I wonder if we have to touch this, since it's one of the only pieces of organisational behaviour that we have for the IVOA.

Everyone, totally feel free to commit into this branch. In particular, I'm sure that somebody will be cross that we're mentioning some organisations (and in consequence, don't mention others).
But I think without some name dropping, all this would remain too abstract. I'm not too sure about that, though.
