How are these rules available? Oh, #12553 upgrade Protobuf. Yeah, it shouldn't have done that based on 58ae5f8 . I've added a comment on that PR.

Approving this with the assumption that Bazel 9 is released early in January (like normal, and planned: 2026-01-05), and that we drop Bazel 7 for the next release.

I have been considering it, but I don't think so. Bazel 8 still supports WORKSPACE, even if it is off by default. Our build/example actually doesn't work right now with Bazel 8 without bzlmod, so I'm about to send out a PR to fix it. The BUILD files are all fine, it just needs the proper WORKSPACE, so some users could still be running with it.
