Fix default value type for RRM contentPolicyStatus

Summary

Addresses issue:

• Fix data type inconsistency for content policy status settings in RRM #12185

Relevant technical choices

This PR fixes the default value type for RRM contentPolicyStatus.

Besides, it also adds a logic to reset dismissals for policy violation notifications when the publication is changed/RRM is disconnected and reconnected.
