F-108: Android/JVM consumer matrix edges for kmp.* - #217

Allow Android and JVM platform consumers to depend on KMP target types per docs/KMP-TARGETS.md §6.2. Wire :android/:jvm → :kmp for KmpTargetTypes only (no reverse cycle). Update DEPENDENCY-MATRIX and unit tests.
