P10: promote historical GH backlog into TICKETS board

• Promotes remaining open historical GitHub issues into P10 on TICKETS.md so 4h workers leave idle/[SILENT] mode after F-095.
• Board order: F-096…F-104 (see table below). F-094 Portal stays blocked.
• Docs-only: TICKETS.md + docs/PROGRESS.md. No product code.
