Simplify the endor-pr-scan workflow by removing security-events: write and actions: read permissions and dropping the --pr option from the endorctl scan command. This reduces granted permissions and changes the scan invocation to run without the PR-specific flag; id-token and pull-requests permissions remain for keyless auth and PR interactions.
