Headers were previously mixed between markdown and HTML.
The initial set of rules and scope was conceived before we had any experience running the bounty program. These updates take into account the experience gained since those days, as well as inspiration from [HackerOne](https://docs.hackerone.com/en/articles/8494488-core-ineligible-findings) and various other well established bounty programs.
