Overview
Updates package versions across crewai, crewai-tools, crewai-files, and crewai-devtools from 1.13.0rc1 to 1.13.0a3, including aligning inter-package dependency pins and the CLI project templates.

Regenerates crewai-tools/tool.specs.json to add shared $defs for LLM and JsonResponseFormat, and exposes an llm property on OCRTool in the spec.
