Breaking: Only publish for Scala 2.13 and suffix changes

• Have RPS and Portal ready for scala 2.13

Also publishes version compatible for Play 2.9

The versions now explicit state the playJson version instead of Play as this repo only depends on the playJson, and they might not align.

Example, Play 2.9 relies on playJson 2.10
