refactor cgiwifi API to use modern AJAX style (was template). Also cleanup some other cgi.
I split up the formatting into a separate commit so you can see what actually changed. Also this addition will work best with my other PR chmorgan/esphttpd-freertos#35 and #85 and chmorgan/esphttpd-freertos#27
