The PHP 8.3.24 dependency upgrade (from #1835) currently causes the Debian 10 build slave to run out of memory. Hence, I created this PR so that we at least can get Apache 2.4.65 dependency upgrade merged while we figure out what to do for the other one.
Here is a build with acceptance tests for Debian 10. The rest of the platforms are already tested in the other PR.
