attachments plugin version update for file size restriction and allow large file upload & ChangeLog Update for Rel 1.8.0

Version 1.3.0 had a hard limit of 400 MB file size in facets which didn't had "@Validation.Maximum" annotation added. Attachments plugin fixed this issue in version 1.3.1. In this PR, I have upgraded the cds-feature-attachments version to 1.3.1.
Also added ChangeLogs for release 1.8.0
