I just ran into this very same problem on CentOS 6.4
Using the following parameters:
class { 'rvm::passenger::apache':
version => '4.0.40',
ruby_version => 'ruby-1.9.3-p545',
}

Although for CentOS it seems it will have to be fixed by updating a template..
