I like the idea, why it was closed, probably because you probably wont play online games in a metered connection. |

Yeah it makes sense why it was closed, mostly just made this because I was using cellular data as a backup and thought it would suck to have to use part of my data cap on an update, but then again, it's not like 10Mb is gonna make much of a difference. |

This makes it so that, if it's detected that a user is currently using a metered connection (such as cellular data), Bloxstrap will prompt for whether the user wants to update the bootstrapper or not.
Requires WinRT APIs (#4249)
