Bump astro to 7.0.6 (vite 8, sharp 0.35) and its coupled eslint 10 / eslint-plugin-astro 2 majors, raising the node engine floor to 22.13 per eslint 10's own requirement. Move the devalue security override from package.json to pnpm-workspace.yaml since pnpm 10.25 stopped reading pnpm.overrides from package.json, which was silently dropping the GHSA-77vg-94rm-hx3p fix. Add commitlint + husky commit-msg hook to enforce Conventional Commits format, matching the convention already used in this repo's history. Refresh the starter's stale Astro 6 callout and doc references.
