the BAD_AREAS exclude list hardwired a set of edinburgh areas into the public adapters and basiclly dropped any matching listing across rightmove, ESPC and zoopla. excluded areas are a per search preference and belong in a profile, not the shared data layer. dedupe/filter/rank should still handle this when a profile asks for it.
