Bumps the src/telemetry submodule to include the new Strategy tab (#35, submodule PR #111) on its dev branch: the multi-agent pit wall (configure → deliberate → decision brief, full 14-field v2 recommendation, Monte-Carlo scores, stint timeline, per-agent evidence). Submodule CI + a dashboard-UI audit pass were green; both light and dark themes browser-verified.
