All raw conflict markers resolved across emergency_recovery.rs, governance.rs, governance_tests.rs, protocol_fee.rs, treasury.rs, event_struct.rs, event_utils.rs, audit.rs, circuit_breaker.rs, burn.rs, lib.rs, reentrancy_tests.rs, and core/ submodules. Fee-on-transfer hook intercepts token transfers and splits fee to configured recipient, with per-token exemption and circuit-breaker guard. 75 tests passing.
