fix(seo): complete weekly telemetry recommendations

Summary

• Completes the weekly SEO telemetry cleanup by moving the stale Observe/Control/Charge blog slug to Observe/Control/Prove with a permanent redirect.
• Reframes high-intent HTTP 402/API gateway/protect/build/comparison surfaces around Policy-to-Proof, Evidence Packs, and paid rails as context.
• Demotes primary internal /economic-firewall CTAs toward /govern and /policy-to-proof while preserving the legacy/category capture page.
• Expands shared comparison pages with a Policy-to-Proof / Evidence Pack section and regenerates checked-in SEO reports.

Verification

• python3 scripts/seo_machine.py --check ✅
• npm run build ✅
• Local rendered probes ✅ for renamed blog route, redirect, HTTP 402, API gateway, protect, build, .well-known/satgate, priority comparison pages, and sitemap.
• Stale-term rendered probe ✅ no Observe, Control, Charge, Audit Trail, Charge paid agents, Charge uses paid-rail, or Economic Firewall for AI agents on probed routes.

Known pre-existing hygiene

• npm run lint still fails on site-wide pre-existing lint debt unrelated to this diff.
• npm run seo:links still reports pre-existing metadata length/freshness/canonical issues outside this scoped remediation.
