Summary

Adds issue creation and PR title conventions to the maintenance skill, referencing docs/contributing.md for detailed guidance.

What changed

  • Added "Issues and PRs" section to the maintenance skill covering:
    • Issue title format: [Tag] Short description (e.g. [Bug], [Feature])
    • PR title format: Conventional Commits (feat:, fix:, etc.)
    • Linking issues with Closes #<number>
    • Applying appropriate labels

Why

The maintenance skill description now mentions "creating issues" but the body didn't cover how to do it. This addition ensures the agent has the conventions available when creating issues or PRs.
