Refactor generate_admin_dict to accept blade parameter and update admin retrieval logic.
Added mock values for api_token.expires_at and api_token.created_at to properly test the generate_admin_dict function which divides these timestamps by 1000. Also fixed assertions to use 'local' instead of 'type' to match the actual function output.
