Why are these changes needed?
This fixes two broken links in the mdBook documentation:
docs/spec/README.mdfrom the missingmdbook.yamlfile to the existingmdbook-publish.yamlworkflow.7-upgrade.mdto the existing7-secure-upgrade.mdpage.These are docs-only changes that make the existing references resolve correctly.
