ProviderThrottle now drains user waiters before background and keeps one rate-limit circuit-breaker per host so Sync/Browse honor tag-resolve 429s (and the reverse) instead of racing a local coordinator copy. Co-authored-by: Cursor <cursoragent@cursor.com>
