Modify the volcanic RF inputs

This addresses #742 and makes Hector's treatment/use of volcanic forcing consistent with other similar modeling groups.

The only change made to the volcanic input time series is from 1745-1750, the reference period is 0.

This prevents the cooling from the volcanic forcing in the future period, leading to a pretty constant* increase in total RF and global temperature.

• pretty constant across scenarios, there are some small differences, though because the carbon cycle feedback/interactions

This PR does introduce behavior change, however it was not captured by the leeyabot testing...

@bpbond the other todos that might be related to this are a fix for the historical NOx emissions and a default parameter update, do we want to include these changes here or should they be separate PRs?

Could you please clarify exactly what changes were made to the 1745-1750 values?

@bpbond previously, the 1745-1750 values were equal to 0.18, but now they are set to a value of 0.
