Widens the `TensorAlgebra` compat (package and tests) and the test `GradedArrays` compat to allow their 0.12 and 0.13 releases, keeping the existing lower bounds since the code works unchanged across the whole range. GradedArrays 0.13 carries the breaking sector-type parameter reordering from ITensor/GradedArrays.jl#195, which does not affect this package's high-level usage.
