- Refactor pspec.py
- Comment out multiprocessing parts
- Permit general/time-dep. flags
- Permit other linear solvers

* Sampler now carries around the power spectrum instead of covariance
* Covariance and its sqrt./inv. now calculated using DFT
* Complex value casting bug fixed ('A' matrix in GCR solver was losing
its imaginary part)
* Simplified arguments, including changed interfaces for the main
functions, swapped to more logical order of pspec prior, and made the
log-uniform pspec prior the only option
* Remove multiprocessing and fixed resulting bug with random seeds
* Added pspec binning (requires integer number of modes per bin)
* Added convenience functions to calculate delay values and edge-pad
the input data
* Permit time- and frequency-dependent flags (see prev. commits)
* Permit choice and limited configuration of linear solver
* Fixed bug assuming preconditioner is Hermitian ('A' is not)
* Reinstated proper calculation of prior term in log-probability
