This PR introduces Grafana tests, covering AMP connection and the SLO dashboard configuration.
To run the tests, the following environment variables need to be set:
GRAFANA_URL,GRAFANA_AUTH,GRAFANA_CLOUD_ACCESS_POLICY_TOKEN,GRAFANA_AWS_ACCOUNT_ID.
