Summary

initialize a Vite + React portfolio project with install/build scripts
add anchored navigation for About, Projects, Skills, and Contact
implement About, Skills progress bars, Projects, and a Contact form placeholder with client-side validation feedback
document local run and build commands

Verification

npm run build
opened locally at http://127.0.0.1:5177 and verified the contact validation state
