Skinport fix & up the 16 character limit

this is adding 3 things & fixes something when building:

• patched SkinPort issues that happen with tab (using the way GTNH did there's)
• up the 16 character limit to 32
• migrate gtnh things from jenkins to nexus.gtnewhorizons.com (fixes the fact it wouldn't build)
• Add Chat-Heads enhancement
