💡 What: 사용자 시스템의 prefers-reduced-motion 설정(애니메이션 축소)을 감지하여 웹페이지의 스무스 스크롤링과 CSS 트랜지션 애니메이션 시간을 무효화(0.01ms)하는 전역 CSS 설정을 추가했습니다.

🎯 Why: 운영체제 차원에서 애니메이션 축소 옵션을 켠 사용자(어지럼증이나 멀미 등을 느끼는 사용자)에게 불필요한 스무스 스크롤링과 페이드 효과가 강제 적용되어 불쾌감을 줄 수 있는 문제를 해결하기 위함입니다.

📸 Before/After:

• Before: 시스템의 접근성 설정과 무관하게 scroll-behavior: smooth 및 버튼 hover시의 transition 등이 항상 적용됨.
• After: prefers-reduced-motion: reduce 환경에서는 스크롤이 즉시 이동하고, 애니메이션 딜레이가 0.01ms로 축소되어 즉각적으로 반응함.

♿ Accessibility: 전정기관 장애가 있거나 화면 전환에 민감한 사용자를 위해 WCAG 지침에 맞춰 접근성 옵션을 준수하게 되었습니다. 0.01ms로 세팅하여 이벤트리스너(transitionend 등)의 사이드이펙트도 방지했습니다.
