Bump all @bitgo/* packages to their latest published versions. Key changes: - @bitgo/abstract-utxo: 12.0.1 → 12.2.0 (adds lockTime/sequence to RecoverParams) - @bitgo/blockapis: 1.13.2 → 1.13.9 - @bitgo/sdk-core: 38.1.0 → 38.5.1 - @bitgo/sdk-api: 2.1.0 → 2.2.2 - @bitgo/statics: 58.55.0 → 59.2.0 - All sdk-coin-* packages bumped to latest Refs: WAL-1716
