So the problem I see with doing this all in github workflow and not using a Dockerfile is that this only works on ubuntu-22.04 and ubuntu-22.04-arm and the glibc version they use. I'm not sure what version of Ubuntu (or whatever Fedramp using) but for our non-fedramp pods I couldn't run node because of a glibc mismatch.
