Use the absolute SCCACHE_PATH (forward-slash normalized) for CMake compiler launchers, enable SCCACHE_IDLE_TIMEOUT=0 and set CMAKE_GENERATOR=Ninja so scikit-build-core picks Ninja. Install/ensure ninja on Windows, show sccache stats after builds, and update CMake invocations to use the SCCACHE_PATH on Unix/Windows. Also add new documentation for the modular Python builder and include it in the simulation docs index (docs/simulation/modular_python.rst, index.rst).
