I wanted to make a website of my own but I don't know if I have to purchase a domain website name. Could you give me some advice on how or where to be able to do that. I mean I even have downloaded an app <code> it shows me how on HTML CSS JavaScript and php language. But now if I go make it to compile it through coding for chrome it sorts of complicated because there are lots of other things stuff that I have to write scripts to.

Incase you are new to web development and want to do something with PHP, i suggest you try out WordPress, you can setup your website easily using WordPress and extend or customize it using PHP.
